Why did this happen?
This was not a traditional operating system bug. The emoji panel was based on this API Tenor to search and display animated GIFs, but Google retired this service June 30. After the API was disabled, there was nowhere to get GIFs in Windows 11, and the feature was effectively taken offline.
“Starting June 30, 2026, install the latest Windows update to continue using GIFs in the Emoji panel. If you don’t update, you’ll see a ‘GIF service unavailable’ error in the panel,” Microsoft explains.
The company moved to Tenor instead of rebuilding it GIPHY before closing. Microsoft included this change in the June 23 preview update Versions 25H2 and 24H2 (KB5095093) and allows systems updated to version 26H1 (KB5095091) to continue displaying GIFs without interruption.
Why GIFs can look different

How to recover GIFs

It’s a reminder that even internal functions are increasingly dependent on online services outside of Microsoft’s control. When one of these services is gone, a feature that seems native to the operating system can stop working overnight until Microsoft can plug it into something else.

When a key feature suddenly stops working in Windows 11, the default reaction is usually to assume that Microsoft broke something in the latest update. However, after years of tracking updates, I’ve learned that the operating system is often (but not always) caught in the crossfire of third-party service changes.
In this case, the company managed the transition as smoothly as it could. Instead of leaving users stranded, they already had a replacement, and installing the latest update immediately fixes the problem. Keep in mind that since GIPHY has taken over Tenor, your typical reaction GIFs might look a little different from now on.
