OpenAI has signed an agreement with the Maltese government to provide free access to ChatGPT Plus for one year to all Maltese citizens and residents. There is one condition: they must first complete an artificial intelligence literacy course developed by the University of Malta. This is the first such partnership between OpenAI and a national government.

Malta has a population of around 540,000, making it the smallest member of the EU. The financial terms of the agreement were not disclosed. ChatGPT Plus currently costs $20 per month, meaning a full year of access per Maltese resident would carry a nominal retail value of around $130 million if every Maltese resident signed up, although OpenAI’s actual provisioning cost is significantly lower than the retail price and the company is likely offering a deeply discounted or subsidized rate. No independent confirmation of the financial structure of any party has been provided at the time of publication.

Malta’s Minister of Economy, Enterprise and Strategic Projects, Silvio Schembri, said the initiative was designed for a “turnaround”.an unfamiliar understanding of practical help for our families, students and staff.George Osborne, head of OpenAI for Countries, described the intelligence as “being”.national utility” and expressed the hope that other governments will follow the path of Malta.
The deal fits into a broader pattern of AI companies partnering with national governments to drive adoption and strategic positioning. Anthropic announced a project last year to give all teachers in Iceland access to Klo for lesson planning and classroom materials. In September 2025, OpenAI signed a partnership with the Greek government to bring its technology to high schools and startups. The UK government signed a memorandum of understanding with Anthropic in February 2025 to help people access and interact with government information and services online.
OpenAI’s international expansion has not been without complications. The Stargate UK data center project, announced in September 2025 as a sovereign AI infrastructure partnership with Nvidia and Nscale, was shelved in April citing the high cost of British industrial electricity, which runs four times US rates, and an unfavorable regulatory environment around AI copyright. The Stargate campus in Abu Dhabi has been exposed to an open threat from Iran’s Islamic Revolutionary Guard Corps.released satellite images of the object and identified it as a potential military target. The Maltese partnership carries no such geopolitical risk, but it represents a different international game: adoption, not infrastructure.
The strategic rationale for OpenAI is simple. ChatGPT Plus subscriptions are the company’s primary consumer revenue stream, but growth is slowing in mature markets as the pool of early adopters who will pay $20 a month on their own initiative nears saturation. Government partnerships offer a route for a different type of user: people who aren’t independently looking for a premium AI subscription, but who can become long-term paying customers after training and access. With its small population and centralized government apparatus, Malta is a low-risk environment to test whether this theory works.
An AI literacy course is a critical design choice. By making education a prerequisite for access instead of just handing out free subscriptions, Malta and OpenAI are simultaneously trying to solve two problems: the adoption gap, where people don’t use AI because they don’t understand it, and the risk of abuse, where people use AI without realizing its limitations. Whether a university course can meaningfully address both problems at scale is an open question, but the model is more thoughtful than a simple giveaway.
OpenAI is aggressively expanding the capabilities of ChatGPTAdding personal finance tools through Plaid integration, submission of advertisementand positioning the chatbot as a platform rather than a product. The Maltese agreement adds another dimension: ChatGPT is public infrastructure, subsidized by the government and distributed through the education system. If other countries follow suit, the program could become a template for AI companies to drive national adoption without relying solely on consumer marketing.
Malta has a history of being a first mover in the regulation and adoption of technology. It was among the first countries to create a regulatory framework for blockchain and cryptocurrency, and its Malta Digital Innovation Authority was created specifically to oversee the emerging technology’s governance. The AI for All program extends this positioning to AI, and in addition, it is the first government in the world to tie access to AI to AI education at the national level.
The important question is whether the model extends beyond a micro-state of half a million people. Malta is a proof of concept for OpenAI. For Malta, it’s a bet that a small country can punch above its weight by being the first to embrace intelligence as a utility, as Osborne calls it. The course starts this month. Results will last longer.
