Apple is now among eight US companies that can bring covered advanced computing chips, servers and other controlled technologies to the UAE without applying for individual export licenses. This is what it means.
UAE export barriers have been removed
As seen ReutersThe US Commerce Department is easing export restrictions for the United Arab Emirates, giving approved companies easier access to certain advanced computing hardware and other controlled technologies.
From the last rule, sent for public inspection Prior to the July 14 publication in the Federal Register of the FTA’s Strategic Trade Authority:
“Certain US-based AI companies and their UAE-based subsidiaries (…) may purchase advanced computing elements without a license (…) as defined and all other eligible elements subject to the full use of the License Exclusion FTA.”
Apple is one of eight US-based companies covered by the new rule, along with Amazon, Google, Meta, Microsoft, OpenAI, Oracle and xAI. The permit covers “advanced computing elements” governed by sections 742.6(a)(6)(iii)(A)-(B) of the Export Administration Regulations.
In short, these rules govern whether companies need US approval for export, re-export or transfer of covered advanced computing chips, servers and other systems containing them, as well as specified software and technology. They also account for who receives and uses those items and for what purpose.
Under the new rule, Apple and its subsidiaries (among other companies mentioned in the document) can buy advanced computing chips, servers, software and technology covered in UAE operations without applying for individual licenses, provided they are approved buyers and end users.
While data center infrastructure is the most obvious use case, it remains to be seen whether and how Apple will use the new permission.
